Conference on the Implementation of Education Reforms. Governance and Leadership in Change Processes

The continuously growing demand for high‑quality education is reflected in a rapidly increasing number of education reforms in many European countries. While there is a strong focus on the evidence‑based development of education policies and the creation or adaptation of legal frameworks, the policy implementation process itself has often not yet received the same degree of attention. However, the actual impact of any innovation within an education system – aiming at above‑average learner performance and below-average socio-economic inequalities – is intensively coupled with the complexity of its implementation process.

This conference builds on the results of the European Commission conference “Inspiring Change – The Governance of School Education across Europe” that took place in May 2018 in Brussels. The May conference provided an opportunity for European policymakers and stakeholders to discuss and identify ways in which the outputs of the Education and Training 2020 Working Group Schools can best be used as inspiration for change. The “Conference on the Implementation of Education Reforms” goes a few steps further in the policy cycle and focuses on how to implement change.

The conference uses a peer‑learning approach and brings together representatives from various stakeholder groups. The aim is to offer them the opportunity to discuss their own experiences of challenges regarding implementation processes and to take away key points to work with in their own country or organisations.
